Energy Certificate

According to the EUROPEAN DIRECTIVE 2010/31/EU ON THE ENERGY PERFORMANCE OF BUILDINGS we have a future target which is to CONSTRUCT BUILDINGS WITH ENERGY CONSUMPTION OF ALMOST ZERO (A Qualification)

Those buildings will have very high energy efficiency levels. Very little energy almost zero will be required and will be from renewable energy sources in it’s majority.

AFTER THE 31st OF DECEMBER 2020 (*), ALL NEW BUILDINGS MUST BE OF ENERGY CONSUMPTION OF ALMOST ZERO (A Qualification)

(*)31st of December 2018 for public property and public occupied buildings.

According to the EUROPEAN DIRECTIVE 2010/31/EU ON THE ENERGY PERFORMANCE OF BUILDINGS, the ROYAL DECREE 235/2013, published in Spain on the 5th of April approves the basic procedure of Energy Efficiency Certificates for buildings.

From the entry in force last 1st of JUNE 2013 of this law, when constructing , selling or leasing buildings or building units (houses or commercial premises), the energy certificate or a copy of it must be at the disposal of the buyer or new leaseholder in the terms established by the basic procedure.

Field of application

  • New buildings
  • Existing buildings or building units for sale or lease to a new leaseholder, unless they already dispose of a current certificate.
  • Public property buildings or building units with more than 250 square meters and public ocupation. Exclusions
  • Officially protected buildings and monuments.
  • Buildings or building units used for worship and religious activities.
  • Temporary constructions with a planned time of use for less than 2 years.
  • Industrial, defense agricultural buildings or part of them as workshops for non-residential uses.
  • Isolated buildings or building units with a total floor area under 50 square meters.
  • Buildings purchased for major renovations or demolition.
  • Existing buildings or building units which are used under 4 months a year, or for a limited time of the year which would be the equivalent of the 25% of the total energy consumption of one year. This condition must be responsibly declared by the owner of the building. Efficiency Energy Certificate for buldings.
  • The developer or owner of the building or building unit whether it is a new construction or existing building, will be responsible for the commission of the energy certificate in the cases defined by this Royal Decree. The owner will also be responsible for keeping the documentation.
  • The certificate for building units can be:

    • Certificate for the whole building or,
    • Certification for one or more building units or premises which have the same energy characteristics.

  • Premises with no defined use must dispose of a certificate before the opening. It is not mandatory in case of industrial use premises.
  • The energy certificates are valid for ten years.

FAQ

DO I NEED TO PASS? Neither is a pass or a fail. Each building or building unit shall have it’s energy rating.

DOES THIS FORCE ME TO MAKE REFURBISHMENTS ?

No, the certificate includes some improvements to upgrade in the future. It’s information for the owner. There is no obligation to make refurbishments.

WHY SHOULD I ORDER THIS CERTIFICATE?

From the entry in force last 1st of JUNE 2013 and as stated in the article 5.1 from the RD 235/2013 IT IS THE OWNER’S OBLIGATION to provide the agency as soon as possible a copy of the energy certificate, so that the agency can show the qualification obtained and include it in the advert.

WHAT DOES THIS RATING MEAN?

The rating if from the letter G to A. All new buildings in 2020 must be A (almost zero energy consumption). As with electrical appliances the aim is to provide public awareness about the energy quality of buildings and encourage their improvement by comparison.

A better rating means lower energy costs and better comfort quality.
